Our 2025 Care Agenda

This year Caring Across Maryland coalition passed four out of our five legislation from our Care Agenda 2025:

  • Interested Parties Advisory Group (HB 1142/ SB 920)

    Sponsored by Delegate Heather Bagnall and Senator Dawn Gile

    This legislation establishes the Interested Parties Advisory Group that will give consumers, home care workers, and agency providers a seat at the table to evaluate Medicaid Provider Reimbursement rates. 

  • Nursing Home Care Crisis Transparency Act (HB 933/ SB 679)

    Sponsored by Delegate Martinez and Senator Rosapepe

    The Maryland Department of Health will conduct a study on all Maryland nursing home cost reports to identify what percentage of their revenue is currently spent on direct care staff wages and benefits. 

  • Home Care Services Search and Match Tool (HB 1478)

    Sponsored by Delegate Terri Hill

    Maryland’s Medicaid wait list for home care is the third longest in the country, with over 26,000 individuals on it. This legislation will require the Maryland Department of Health to submit a report to the legislature on its plan to establish an online home care directory. 

  • Alzheimer's Treatment and Public Health Surveillance (HB 1004/ SB 748)

    Sponsored by Delegate Martinez and Senator Kramer

    It is estimated that Maryland has the highest prevalence of Alzheimer's disease in the country. This legislation requires the Maryland Department of Health to include treatment for Alzheimer's disease in public health outreach and programming, as well as include data on prevalence and hospitalization rates on a website.

    This year, the Caring Across Maryland coalition supported HB 905, the Safe Staffing Act of 2025, which unfortunately got watered down during the Senate Finance Committee vote. We will continue fighting to protect patient lives and worker safety by addressing unsafe staffing conditions in hospitals.
